Non-Driver ID Renewal
You can renew by mail in the following scenarios:
Military
You are active duty in the U.S. military or were honorably discharged in the last 60 days, you can renew your non-driver identification card by mail for free. Learn more about how military personnel can renew their non-driver identification card by mail for free.
Medically unable to appear
You have a major medical condition and cannot go to a DMV branch. You may request a renewal of your non-driver identification card by mail by completing Form B-350 and Form CI-1.
Temporarily out of state or country
You are currently not in Connecticut. You can renew by mail and the non-driver identification card will be mailed to the out of state/country address.
Incarcerated
If you are incarcerated, you can renew your non-driver identification card by mail. You must provide your inmate number. The non-driver identification card will be sent to your facility.
